摘    要:阐述了甘肃水资源的4个特点:降水偏少、地区间悬殊大;地表径流不足,且东多西部少,中东部地高水低,西部径流利用方便;固体水库——高山冰川是甘肃水资源的一道风景线;地下水资源分布面积广,水质好,对干旱区和干旱季节补充地表水之不足很重要。从体现水资源使用价值的水质、水量和水能3种表现,以及开发利用水资源的2种基本形式,消耗性用水和非消耗性用水分析了甘肃水资源开发利用状况及存在的问题。最后,从5个方面提出了保护利用水资源的对策。

Abstract:In this paper, the four distributive features of water resources in Gansu Province were described, including less precipitation and great disparity in different region, insufficient surface flow of water, solid reservior\_mountainous glaciers and ground water of large areas. Secondly, the status and problems of water exploitation and utilization of this area were analyzed according to three usage value of water resources\_quality, quantity and energy of water and two basic forms of water resources\_consumption and non consumpition. Finally, the way to dealing with the water problems that can also ensure the balance between quality and quantity of water resources and sustainable development, were put forward from five aspects.
