摘    要:从环境容载力的概念入手,探讨了环境容载力的定义、特征及其综合功能。并进一步讨论了环境容载力评价指标体系建立的基本原则、指标体系的结构与内容、层次分析法与专家决策法相结合的指标体系权系数赋值方法。该指标体系有助于掌握区域环境容载力的动态变化规律与演变趋势,促进区域的可持续发展。

THEORY AND HIERARCHIES OF THE INDICATOR SYSTEM FOR REGIONAL ENVIRONMENTAL BEARING CAPACITY

Abstract:The conception of environmental bearing capacity is organic integration and unification of the conception of capacity and carrying capacity. Based on the conception of environmental bearing capacity, the definition, characteristic and function of the environmental bearing capacity are studied. Regional environmental bearing capacity has many functions and actions, such as service, restrict, safeguard, efficienc, adjust, convey and purity. Quantitative analysis is the core of theory of environment bearing capacity. Accordingly, a basic framework, content and principle for the evaluate indicator system of regional environmental bearing capacity are put forward. This indicator system has four tiers: Target tier A (regional environmental bearing capacity), Principal tier B (includes natural resource bearing capacity index B1, social and economic resource bearing capacity index B2, degree of sustainable development of bearing capacity index B3 ), Index tier C (includes air environmental bearing capacity index C1, water resource bearing capacity index Q, land resource bearing capacity index C3, biologic resource bearing capacity index C4, population bearing capacity inedx C5, economic development bearing capacity index C6, foundational installations bearing capacity index C7, societal installations bearing capacity index C6, science and educational bearing capacity index C9, preponderant degree index C10, potential degree index C11, saturation index C12, regulate and control index C13), Index tier D(100 material index). The system consists of weighted coefficient values for evaluate indicators based on the combination of the hierarchy analysis methods as well as the expert opinions methods. This indicator system is conductive to the ascertaining of the regularities of the dynamic changes and the trend of evolvement in regional environmental bearing capacity. It is also a useful means for the regional sustainable development planning.
