| 摘 要： | 城市它是一个大的开放系统,它的可持续发展肯定与外部环境有关。因此,城市的发展就不仅仅是它本身的经济、生态、社会问题。它与外界有关系的可持续发展,如果不处理好它与外界关系的可持续发展问题,城市就会被孤立。以北京、洛阳、广州为例,主要从外部环境人手,运用区域增长极理论（即城市的产生、发展、衰退都有它相对应的增长极的产生、发展、衰退）找出城市产生、发展、衰退的原因,然后反思：现在有些城市的发展是否要考虑转换它们的增长极？进而对相关城市的发展及其区域均衡提出建议。 |

| Abstract: | City is a large and open system and the sustainable development is concerned with its outside surroundings.So the development of city is not just an economy,ecology and social problem.If the city does not excellently deal with its sustainable development problems with its outside relations,it will be isolated.Taking Beijing,Luoyang and Guangzhou as a case,the paper begins with the outside surroundings,use the "Growth Pole" theory(namely,the city emergence,development and recession all have its corresponding emergence,development and recession of "Growth Pole"),and find the reasons of city emergence,development and recession.Then we pose a question whether some cities need to transform their "Growth Pole".Some suggestions are put forward to city development and regional balance. |
