我国高程控制网的现代化

摘    要:随着空间和信息技术的快速发展 ,我国的地理空间基础框架的主干之一 ,国家高程控制网也面临更新和现代化。国家高程控制网的现代化应包括两个部分 ,一是国家高精度水准网 ,即毫米级的一等水准网的定期更新 ;二是具有厘米级精度的 (似 )大地水准面的测定。建议尽快组织施测国家三期一等水准网 ,切实执行《中华人民共和国大地测量法式》中“一等水准网必须 2 5年复测一次”的规定 ,依法行政 ,以保证国家高程控制网毫米级高精度的可靠性和现势性 ;另一方面应结合 GPS水准和重力测量 ,精化我国大陆的 (似 )大地水准面至厘米量级 ,以利用“GPS+(似 )大地水准面”的技术取代国家二等水准网 ,采用这一技术可以节约大量人财物和时间 ,获得考虑的高程时 ,其精度均匀一致 ,没有水准测量沿线逐站传递的积累误差 ,在海岛、山区等困难或甚至无法传递水准测量高程的地区 ,采用这一技术不仅可以快捷地测得高程 ,而且其成果和国家高程基准和高程系统是统一的和协调的 ,中国大陆国土的任何一点 ,利用这一技术可以获得不低于原来二等水准网所提供的相应精度的高程

Abstract:Considering the rapid development of space and information technology,Chinese National Height Control Network,as one of the backbones of geographical spatial fundamental infrastructures,is also facing the questions,how to update and how the modernization itself.It is proposal in the paper,that there are two tasks for the modernization of Chinese National Height Control Network,the first task is to lay down a national 3rd term 1st order leveling network in the near future,because the existing national 1st order leveling network is near to the end of its service period,25 years,which is defined by the"By Law of Geodesy"issued by the Chinese State Department.Releveling the 1st order leveling network in time is the guarantee to keep the currentness and reliableness for Chinese Vertical Datum and Chinese Height System.The second task is to refine the Chinese quasi geoid to cm magnitude accuracy and 5'×5' resolution,instead of releveling the national 2nd order leveling network.The"GPS+geoid"technique can be used to obtain altitude with cm ac curacy at any place in Chinese mainland easile and quickly, and without the accumulated error in the connected leveling measurement.Then the modern Chinese National Height Control Network will be a reliable and suitable height frame in the geographical spatial fundamental reference frame of China.
