| 摘 要： | 城镇是社会经济发展的重要载体,科学识别城镇体系对于推动县域经济发展具有重要意义。基于常住手机活跃用户识别、跨城镇出行起讫点模型和城镇中心性测度,利用手机信令数据识别江西省鄱阳县城镇体系,并与现行总体规划的城镇体系进行对比以揭示鄱阳县域城镇体系实际发展与规划目标之间的偏差。结果发现:鄱阳县各乡镇常住手机活跃用户数与其总人口之间的相关系数为0.762,表明两者之间存在强相关性;鄱阳县当前实际的城镇体系分为三级,其中县城为第一级,田畈街镇、油墩街镇和芦田乡为第二级,其余乡镇为第三级。发展至今,仅有县城、油墩街镇与芦田乡达到预期规划目标,其他乡镇均与规划目标存在一定差距,需要在新一版的规划中予以调整,从而引导要素资源优化配置,推动县域社会经济高质量发展。

| Abstract: | Based on the identification of mobile phone activate users,origin destination model of crosstown travel model and measurement of urban centrality,this study uses the mobile phone signaling data to identify the urban system of Poyang County in Jiangxi Province,and compares it with the urban system planned by the current master plan to reveal the deviation between the actual development of town system and the planning objectives.Results show that the correlation coefficient between the number of mobile phone active users and the total population in Poyang County was 0.762,indicating a strong correlation between them.The urban system of Poyang County at the end of 2017 was divided into three level,of which the county town was the first-level node,Tianfanjie Town,Youdunjie Town and Lutian Township were the second-level nodes,and the other townships were the third-level nodes.After more than ten years of development,only the county town,Youdunjie Town and Lutian Township had achieved the expected planning objectives of 2007 master plan,while there was a certain gap between the actual situation and planning objectives of other townships.Therefore,it is necessary to adjust the urban system in the new round of master plan so as to scientifically layout all kinds of resources and achieve the high-quality social and economic development. |
