摘    要:计算洪水淹没区范围所造成的灾害损失一直是灾害评估研究中的一个热点问题,本文通过以GIS技术为基础,并结合数字高程模型(DEM),对哈尔滨市未来可能会发生的十年一遇或百年一遇的洪水所能淹没的范围进行预测。并结合历年的水文气象等统计资料,依据经验分析法与水深-损失曲线模型相结合的方法,对哈尔滨市洪泛区进行灾害评估,为城市发展、城市规划等提供依据。

Abstract:Calculating the economic losses of the flood area has been a hot issue in damage evaluation research.This paper predicts the flooding range in Harbin in the future based on GIS and DEM.Combining with the statistical data of hydrologic and meteorologic in past years make a disaster evaluation for the flood area in Harbin by the way of empirical analysis and depth-loss curve model,so the paper provides evidences for urban planning and development.
