| 摘 要： | 通过陕、川、鄂3省7县10乡镇调查发现:秦巴山区退耕还林工程在取得生态效益、农户增收、产业结构调整、生态移民、后续产业发展等方面成效的同时,也存在缺乏产业论证、没能持久性解决农民增收、缺乏龙头产业、忽视农田水利建设等问题。通过加强后续产业论证、科技指导、探索经营方式、培育龙头产业、加强农田水利建设等措施可以推动后续产业发展。

| Abstract: | According to the investigation in the 10 townships from 7 counties of the 3 provinces,although the Project Returning Farmland to Forest in Qinba mountainous area benefits us in ecological effect,increase of farmers’ income,industrial structure adjustment,ecological migration,and the development of the follow-up industry,there still exist such problems.For example,there is not efficient demonstration for industry,farmers’ income increase is not solved fundamentally,no leading industry appears,no attention is paid to the water conservancy construction,etc.Therefore,to promote the follow-up industry development,it is necessary to provide any help in demonstration to the follow-up industry,scientific and technological guidance,exploration of the management mode,cultivation of the leading industry,and strengthening water conservancy construction. |
