| 摘 要： | 全国地震重点监视防御区制度是控制地震社会风险的重要法律制度.本文在对现行文献研究的基础上,通过对地震重点监视防御区政府职能现有制度安排研究,梳理政府职能及强化措施,研讨存在的主要问题.为加强地震重点监视防御区的政府职能,提出了中央和地方政府社会管理和公共服务职能的建议.
