| 摘 要： | 在我国大陆地区目前固定强震观测台网尚十分薄弱的这一客观现实下，提出了中国地震局系统建立“短临预报－强震流动观测机制”的设想，将强震同地震预报科研成果紧密相结合，大力加强强震动观测，并就强震观测的原则、执行方式、组织管理模式和装备建设提出了设想和建议。
