| 摘 要： | 本文对美国的“针对所有危险的统一公共警报系统”进行了概述。作为人类在警报响应领域研究方面的新认识，该系统以针对某一特定危险的警报系统为基础，使用了标准的术语和统一的协议，针对所有危险及时发布警报。它通过政府与工业界之间的全国性合作，使更多的人获得警报信息，采取正确行动，最终防止危险成为灾害。

| Abstract: | This paper outlines a unified all-hazard public warning system in the United States. As a new cognizant of the research in the area of human response to warnings, this system, based on the hazard-specific warning systems, delivers timely warnings for all hazards with a standard terminology and a unified protocol. Through a nationalpartnership between government and industry, this system is able to make more people receive warning messages so that they can take appropriate actions and, eventually, to prevent hazards from imminent disasters. |
