给水管道综合防灾规划决策方法研究与应用

摘    要:本文提出了一种城市给水管道综合防灾规划的决策方法,该方法利用综合灾害指标的计算来获得综合防灾规划的决策依据。在综合灾害指标的计算过程中,采用层次分析法,得到了10种灾害最终的评价权重;以地震地质灾害影响因素识别和地震地质灾害风险指标的计算为例,给出了潜在灾害的风险指标计算。最后以综合灾害指标为重要衡量标准,结合给水管道功能上的布局要求和系统的整体性要求,在烟台市开发区给水管道综合防灾规划中进行了实际应用,完成了给水管道的综合防灾规划。本文以期为我国其他城市的生命线工程综合防灾规划的编制提供借鉴。

Abstract:This paper proposes a decision-making approach for urban water supply pipeline comprehensive disaster prevention planning. In our approach the comprehensive disaster index is the basis of the decision-making for the comprehensive disaster prevention plan. In computation, the analytic hierarchy process is applied to get the final evaluating weights of ten kinds of disasters. The risk indicators of potential disasters are computed from two examples, which are the idetification of earthquake disaster influencing factors and the computing of earthquake disaster risk indicators. Finally, taking Yantai Development Zone as a case study, we conduct the water supply pipeline comprehensive disaster prevention planning by putting the comprehensive disaster index as an important measure as well as considering the functional layout requirements of water supply pipeline and the system integrity.
