| 摘 要： | 城市爆炸灾害管理具有风险高、专业性强的特性，任一环节出现一个小小的疏忽，都可能诱发一次大的安全事故。为了提高城市爆炸灾害的管理水平，引进“安健环”风险评估与管理体系。“安健环”风险评估与管理体系包括人身财产安全、职业健康、环境保护三个方面，能够比较全面、科学地评估各种爆炸灾害的风险。该管理体系采用计划、执行、检查、行动（PDCA）的管理模式，强调人性化管理和持续改进的理念，可执行性强。将该体系用于城市爆炸灾害管理中，灾前侧重于对未遂事件的预防和控制，从源头上采取切实可行的措施控制或消除风险，并编制应急救援预案指导灾后救援，确保灾后响应的及时有效，进而达到防止灾害的蔓延，实现高效救援之目的。

| Abstract: | To improve the level of management of explosion accident in city, the risk evaluation system, based on safety, health ＆ environment protection, is presented, which features passive accident management mode in steady of the active one. When one accident occurs, our benefits of safety, health and environment will be infringed all, therefore, everyone should take part in the management of the explosion accident voluntarily. The management of explosion accident in city is not only the responsibility of special manager but also the responsibility of everyone involved. The explosion accident has the characteristics of high risk and strong specialty. Therefore, the effect of management should be improved insistently, otherwise, a small risk is skipped, a large accident may be resulted in. This system is practical, and every task is conducted following the flow of plan, administration, check-up ＆ action （PDCA）. If this risk evaluation system, based on safety, health ＆ environment protection, is used in the management of explosion accident in city, the effect of safety management can be improved obviously and permanently. Through this risk evaluation system, potential risk can be controlled or avoided before accident, and measures can be carried out promptly and efficiently after accident. |
