| Abstract: | With the progress of science and technology, remarkable changes have occurred in the premonition observational modes from the 9th to lOth Five-year Plans. This paper analyzes in details the differences of the two systems from the aspects of network frameworks, instruments, management software, data collectors, data security, etc., and also provides solutions to deal with these changes. |
