模糊理论在高校科技投入-产出决策中的应用

摘    要:将模糊理论运用到高校科技投入-产出决策中,建立高校投入-产出决策模糊综合评价模型,并对我国31个地区2010年高校科技投入-产出决策进行实证分析.在模型中,将高校科技产出指标作为高校科技投入决策的评价指标,计算科技投入-产出决策的隶属度并进行排序.分析结果表明,高校R&D经费和人员投入水平高的地区,其隶属度越大,该地区的高校科技投入决策相对较优,而高校科技隶属度水平低的地区,经费投入是限制其发展的主要因素.

Abstract:The fuzzy theory is applied to evaluate the input/output decision in university science and technology (S&T) research.A comprehensive fuzzy evaluation model is established based on data of China statistics yearbook on science and technology,and the scientific input/output data of universities in China''s 31 provinces of 2010 are used for model verification analysis.The scientific output in university S&T research is used as an indicator for decision making of scientific input,and the membership grade is then calculated and sorted.The results show that the membership grade is high in regions with high scientific input of R&D fund and talent,where the decision making of scientific input is relatively optimal.In regions with low membership grade,the low scientific input of R&D fund is the main reason of its low level in scientific development.
