河南省气象观测数据综合服务平台的设计与实现

摘    要:概述了河南省气象观测数据综合服务平台整合、集约的设计原则及总体框架,介绍了平台的数据收集、质量控制、站网管理和平台展示等主要功能及SqlServer存储视图、SOA架构、Android定位、WebGIS及等值线等关键技术的实现。该平台以用户为中心,坚持集约、统一、智能、易扩展、易维护的原则,采用分层架构进行科学设计和布局,分四个层次、五类用户对整个平台进行开发。气象部门、外部门共享数据业务人员均可通过河南省气象观测数据服务平台获取需要的数据,提高了业务人员的工作效率。该系统业务化后,实现了自动气象站、区域站、土壤墒情、雷达回波、卫星云图等实时观测资料及外部门(环保、水利)数据在全省实时共享,充分发挥了这些数据的效益,促进了河南省气象信息化能力进一步提升。同时,气象业务人员及外部门决策用户可随时通过手机APP获取气象数据,为各级政府防灾减灾科学决策提供参考。

Abstract:The design principles and overall framework of the meteorological observation data service platform in Henan province were summarized.The main functions such as data collection,quality control,station network management and platform display,and key technology such as SqlServer storage view,SOA architecture,Android positioning,WebGIS,isoline were introduced.The platform is user centric,and adheres to the principles of intensive,unified,intelligent,easy to expand and easy to maintain.It adopts a layered architecture for scientific design and layout,and is developed based on four levels and five types of users.Both internal and external meteorological operators can obtain the required data through Henan meteorological observation data service platform,which improves the efficiency of the operators.After the system is operational applied,real time observation data from automatic weather stations,regional stations,radar echoes,satellite,data of soil moisture,and other real time observation data,as well as external departments (environmental protection,water conservancy) data,are realized real time sharing in the whole province,which give full play to the benefits of these data,and further promote the meteorological information capacity of Henan.At the same time,meteorological data could be obtained through mobile APP by meteorological service personnel and decision making users of external departments at any time,and provide reference for scientific decision making of disaster prevention and reduction at all levels of governments.
