摘    要:分析了辽宁省级农业气象服务产品中存在的问题,探究问题根源,从转变服务理念和完善服务环节的角度提出解决问题的对策和建议。提出气象部门应该适应新时代发展,抓住乡村振兴战略机遇,发挥农业气象服务在生态文明建设和精准扶贫中的作用;同时要主动参与市场活动,促进农业相关产业发展,开拓农业气象服务市场。可通过改进服务内容、扩展服务渠道、扩大服务范围,使农业气象服务以政府、企业、公众为中心,发挥决策气象服务的基本功能,回归公众气象服务的根本属性,提升专业专项气象服务能力。

Abstract:The problems encountered in Liaoning agro meteorological services were analyzed and the reasons were explored. The countermeasures and proposals were put forward in two aspects, including changing service concept and perfecting the service. It was suggested that the meteorological department should adapt to the development of new era, seize the opportunity of rural vitalization strategy and play a role in ecological civilization construction and precise poverty alleviation. The meteorological department should actively participate in market activities, promote the development of agricultural related industries, and explore the agro meteorological service market. By improving service content and expanding service channels and service scope, the agro meteorological services can be centered on the government, the public and enterprises, and play the essential functions of decision making meteorological services, return to the fundamental attributes of public meteorological services, and improve professional special meteorological service capabilities.
