| 摘 要： | 阐述了全球与江西的自然灾害发生情况和造成的损失,着重介绍了全球气候变化趋势及其危害,以及在此背景下的江西气候变化特征,认为严重的自然灾害已经而且会越来越成为制约经济社会快速健康发展的重要因素。要求各级政府和各级领导要落实江西省防灾减灾“十一五”规划,落实各类自然灾害应急预案,落实自然灾害应急管理队伍,通过加强自然灾害评估,加强自然灾害应急宣传教育,加强协调与配合,不断提高自然灾害监测、预警、预报能力,自然灾害应急领域的科技创新能力,以及自然灾害应急管理和处置能力。

| Abstract: | This paper elaborates the actuality of global as well as Jiangxi's natural disaster and the loss it causes,emphatically introduces the global climatic change tendency and its harm,as well as Jiangxi's climatic change characteristics under this background,and reveals that the severe natural disaster already and will become more and more the magnitude factor to restrict the development of economic society.It requests that all levels of governments and all levels of leaders must carry out "Eleventh five-year" plan of disaster prevention and reduction,carry out all kinds of natural disaster emergency pre-plans and carry out natural disaster emergency management teams.By strengthening the natural disaster evaluation,the natural disaster emergency propaganda and education,and the coordination and cooperation,continuously enhance the ability of monitoring,early warning and forecasting natural disaster,the technical innovation ability in natural disaster emergency,and natural disaster emergency management and treatment ability. |
