| 摘 要： | 1996年第15号台风于9月9日在湛江市吴川沿海地区登陆，造成我省珠江口以西沿海地区的湛江、茂名、阳江市损失惨重。由于台风的破坏力超过了设施的防御标准和人们的认识水平，造成严重的灾害损失，为历史罕见。比较历次灾情，这是建国以来台风灾害最大的一次。对9615号台风灾害，总结经验教训，对今后的抗洪抢险工作有所裨益。纵观损失原因，客观因素是主要的，主观因素也存在一定问题。本文对台风灾害损失的原因，作了详细的分析，并提出了相应的防灾措施。 |

| Abstract: | 9615 Typhoon landed to the coast of Wuchuan, Zhanjiang City on September 9,1996. It caused great disaster in the West Pearl River Estuary area, such as Zhanjiang, Maoming and Yangjiang. Because its destructive power was far beyond the defence standard of hydraulic engineering facilities and could hardly be aware by people, those led to great loss. And it was rarely seen in history. It has caused the largest disaster since liberation. The experience we learned from 9615Typhoon is good for the flood prevention in future. The reasons that caused the disaster are mainly by the objective factors. Subjective factors also made some effects. It was analyzed the reasons that caused the damage in detail. And the relative disaster mitigation strategy was suggested. |
