| 摘 要： | 海洋监视工作的效益和工作质量评价是海洋行政执法管理中对其工作结果进行检查和自检的一种方法。本文根据海洋监视可控度，海上管理目标实现情况及效益判断事项，分别建立了工作效益和工作质量评价的数学公式。该公式表明，效益指数ＶＳ与海洋监视可控度Ｋ呈正比，与权益怀事项数、性事项数及公益性事项数之和也呈正比。工作质量指数ＶＺ与海洋监视可控度Ｋ呈正比，而与对压Ｋ的违法事件发生率、环境质量参数、海洋资源非合理开发项

| Abstract: | This paper introduces an approach to assess the benefit and quality of rnarlne surveil-lance by examining and self-examining the results in marine administrative management. Byusing the controllability of marine surveillance, realization of marine management targetsand judgement factors of benefit, the mathematical formulas for assessing beneflt and qualityare established respectively. The formulLs show that the benefit index Vs is positively relatedto controllability of marine surveillance K, as well as the sum of the number of right interstfactors, economic factors and public welfare factors; the working quality index Vz is positive-ly reIated to K. controllability of marine surveillance and negatively related to the sum of oc-curring frequency of law-violation events correspording to K, environmental quality para-menters and factor ratio of irrational exploitation of marine resources. The results of trial-as-sessment of marine surveillance of Fujian area in 1993 ~ 1995 prove that the assessmentmethod can finely reflect the actual situation of marine surveillance. |
