| 摘 要： | 文章概述我国构建无居民海岛资源市场化配置机制的背景,详述并借鉴土地等自然资源招拍挂出让和流转等市场化管理经验,界定无居民海岛资源市场化配置机制的内涵,提出存在的资源配置客体不明确和管理政策缺乏法律依据等问题;在此基础上,提出构建我国无居民海岛资源市场化配置机制的建议,即明确资源市场化配置的客体、建立招拍挂市场化出让机制、建立无居民海岛使用权流转机制、建立资源市场化配置统一平台和建立相关评估体系。

| Abstract: | The paper summarized the background of constructing market-oriented allocation mechanism of non-resident island resources,described and drew on the experiences of marketization management such as the public bidding,auction or hanging out a shingle and the transfer and circulation of land and other natural resources,defined the connotation of the Marketization Allocation Mechanism of uninhabited island resources,put forward the status quo of market-based allocation of uninhabited island resources in terms of system constructing and developing practice,as well as the problems,such as the resource allocation object is not clear and lack of legal basis for management policies and other issues.Suggestion were also put forward in the paper,which include clarifying the object of market-oriented allocation of resources,setting up a market-oriented bidding and auction mechanism,establishing a circulation mechanism for the ownership of uninhabited island and a unified platform for resource marketing and establishing a relevant evaluation system,for building a market-oriented allocation mechanism for the uninhabited island resources in China. |
