| Abstract: | The annual plan for marine space utilization is one of the stipulation duties of Ministry of Natural Resources,and it is an effective measure to deal with the shortage of marine space resources,the inefficiency of space utilization and the damage to the marine resource environment.Since the reform of the ecological civilization system,China has further strengthened the control of the total amount and scale of natural resources,strengthened the binding role of the natural shore line retention rate,and attached importance to the restoration of land space and the disposal of historical problems left over from reclamation.Based on the reform spirit of natural resource management above this,the study proposed the concept of the annual plan for ocean marine space utilization,made a judgment and analysis of the control type of the annual plan for marine space utilization in the light of the classification of sea use,and constructed the index system of the annual plan for the use of marine space. |
