| 摘 要： | 生态用海已成为生态文明建设新形势下,海域综合管理的工作中心,是海域综合管理的新形势,也是新挑战。文章主要阐述了山东省在海域综合管理中生态用海面临的形势,分析了海域综合管理中生态用海方面存在的问题,从提高项目生态门槛、事中事后监管、陆海统筹、退"用"还海等4个方面给出了海域综合管理管控建议。

| Abstract: | Under the new situation of ecological civilization construction,the ecological marine utilization has become the work center of the Sea Area integrated management.Meanwhile,ecological marine utilization is also the trend and challenge of sea area integrated management.This paper mainly discussed the situation and problems of ecological marine utilization in sea area integrated management.In the end,sea area integrated management recommendations were provided from enhancing the ecological project threshold,overall restraint,co ordination strategy of sea and land,and returning the resource to sea. |
