| 摘 要： | 海洋生态文明建设是沿海地区经济社会可持续发展的基础和保障。文章从海洋生态环境综合修复整治、海洋环境监视监测体系建设和海洋综合管理模式创新3个方面总结天津市海洋生态文明建设成果,分析存在的海洋生态环境问题突出、海洋产业结构不合理、海洋管理协调机制不完善和海洋基础科研力量不足等问题。在此基础上,提出天津市海洋生态文明建设的思路和对策:树立陆海统筹发展理念,完善顶层设计;严格落实海洋功能区划,强化生态用海功能;改善海洋生态环境,增强生物资源养护;调整海洋产业结构,助推海洋经济发展;充实海洋科研机构,提升科技研发能力;对接海洋产业需求,促进人才和团队建设;重视海洋宣教工作,提高公众海洋意识。

| Abstract: | The construction of marine ecological civilization is the foundation and guarantee for the sustainable development of economy and society in coastal areas.The innovation of Tianjin marine ecological civilization construction achievements were summarized from three aspects from marine ecological environment restoration,marine environmental monitoring system construction and integrated marine management system.The reasons from aspects of marine ecological environment problems,unreasonable marine industrial structure,imperfect coordination on marine management and insufficient basic marine scientific research were analyzed.And on this basis,the ideas and countermeasures for the construction of marine ecological civilization in Tianjin were put forward,including setting coordinated developing plans for land and sea,completing top level design,implementing marine functional zoning,executing ecological marine functions,improving the marine ecological environment,enhancing the conservation of biological resources,enriching marine research institutions,adjusting the structure of the marine industry,boosting the development of the marine economy,enhancing their capabilities in scientific and technological research and development,and promoting the construction of talents and teams.Furthermore,ocean education should be attached importance to and public awareness of the oceans should be raised. |
