| 摘 要： | 在生态文明建设、生态红线制度、围填海管控等制度框架体系下,如何合理高效可持续地利用围填海存量资源、妥善处理好历史遗留问题,成为当前一项紧迫而重要的课题。文章以围填海存量资源优化利用为出发点,立足淤涨型滩涂演变的自然规律和海域的多功能性,借鉴梯度开发理论,提出围填海存量资源梯度开发模式,分析了该模式的生态环境适宜性、技术经济可行性及面临的海洋功能区划符合性、配套管理制度不足等制约因素,并从统一管理主体、探索多规合一、严格国土空间用途管制等方面提出了围填海存量资源梯度开发实施保障措施,为提高围填海集约节约利用度、创新基于陆海统筹的围填海配套管理制度提供新思路。

| Abstract: | Under the framework of ecological civilization construction,ecological red line and reclamation control system,how to make rational,efficient and sustainable use of the stock resources of reclamation and properly handle the issues left over from history has become an urgent and important issue.Starting from the optimum utilization of reclamation stock resources,based on the natural law of silting up beach evolution and the multifunction of sea area,and drawing lessons from gradient development theory,this paper put forward a gradient development model of reclamation stock resources.The ecological environment suitability,technological and economic feasibility and the constraints were analyzed,and safeguards were proposed,such as unified management subject,multi planning integration,and strict control of territorial space use.Gradient development of the reclamation stock resources has provided a new idea to improve the intensive and economical utilization of reclamation and to innovate the supporting management institution of reclamation based on land and sea coordination. |
