| 摘 要： | 建立海域分等定级制度是完善海域有偿使用制度的重要举措。本文参考其他行业的分等定级制度，对我国海域的分等定级进行了研究，初步建立了海域分等定级程序：在海域分等定级技术规范的基础上，研究了海域分等定级中的一些理论问题，尤其对海域分等定级的因素、因子体系的建立作了详细的探讨；并讨论了海域分等定级制度的重要意义。

| Abstract: | Establishment of the sea area ranking and grading system is an important measure for perfecting the user pays system for sea area use. Refering to the ranking and grading systems in other professions, the paper studies the China's sea area ranking and grading and has initially established the procedures of sea area ranking and grading; On the basis of the sea area ranking and grading technical standard, it reviews some theoretical problems involved in the sea area ranking and grading. Especially, it explores in details the factors of sea area ranking and grading, and the establishment of the factor system; and discusses the important significance of the sea area ranking and grading system. |
