| 摘 要： | 系统分析了近年来河北省水文地质环境变化 ,认为在几十年至百年的时间尺度上 ,人类活动对水文地质环境的剧烈变化起者主导作用。工程技术对地表水资源时空分配的调整与地下水资源的开发利用 ,一方面取得了辉煌的经济成果 ,另一方面 ,负作用的累积使得水文致灾因子的强度加大甚至已经导致了水文地质灾害。为了避免因水文地质环境变化导致更大的损失和影响 ,人类在开发利用自然资源发展经济时 ,必须遵循自然规律 ,在资源环境的承载力范围内寻求最佳利用效益。

| Abstract: | This paper systematically analyzed the change of hydrogeological hazard environment happened during recent years in Hebei Province.It is believed that in the range of decades or hundred of years, human action played the key role in the dramatic change of hydrogeological environment. Technological and engineering adjustments to reallocate surface water and the development of groundwater resource have on one hand obtained significant achievements, but on the other hand, accumulated the sideeffects into hazards or even led to disasters. To reduce the damage caused by hydrological hazards and achieve the aim of sustainable development, human beings should keep the order of natural while make use of natural resources to develop social economy. |
