| 摘 要： | 因水文水资源项目自身的多样性、复杂性、特殊性;交通困难,施工条件恶劣;施工协调、建设难度大;涉及的专业多、技术要求高等因素,致使在工程和货物、服务的招标采购中,出现了不同程度的流标、废标现象。本文通过分析梳理水文基础建设工程项目流标原因,推演规律,研探对策。

| Abstract: | The hydrology and water resources projects are of high diversity, complexity and particularity, such as the related factorsincluding project trivial, various contents, difficult transportation and construction conditions; high requirement in technologies. Thus,the failure or annulment of bids occur due to these factors mentioned above during bidding and purchasing in the projects,commodities and service. This paper investigated the reasons of these status in hydrological infrastructure construction, and proposedthe related suggestions and solutions. |
