| 摘 要： | 天然气是国家能源的重要组成部分,其战略安全关系到国民经济和社会发展全局。近年来,随着国产气气源的增加以及进口天然气的引进,国内天然气气源供应呈多样化发展。但是,不断增长的用气需求与城市气源总量和调峰能力不足的矛盾,还是给城市天然气战略安全提出了严峻的考验。本文从建设应急气源、运用市场机制配置资源、强化政府对燃气战略安全的规制等方面,提出建立天然气稳定安全的供应体系、政府监管体系和城市天然气战略安全运作体系的思路。
