| 摘 要： | 在分析研究东平湖区域自然地理特征，水资源特性的基础上。结合南水北调东线工程利用东平湖区域调蓄输纽的实际，提高东平湖区域防洪标准和水资源承载力。用洪水积分成灾，微分兴利的构想，通过区域内山、水、林、田、路、沟、塘、坝、河的综合整治，逐步实现全部降雨就地拦蓄入渗。改区域雨洪汇流成灾，变流域源头拦蓄兴利。
