| 摘 要： | 2014年7月2日下午,上海市地质调查研究院副总工程师李勤奋教授、上海市地质调查研究院总工程师办公室副主任兼《上海国土资源》编辑部主任龚士良教授专程赴北京拜访了中国社会科学院农村发展研究所宏观经济研究室主任党国英研究员,并代表《上海国土资源》期刊作了专题访谈。党主任深刻剖析了中国现有土地制度存在的不足,指出土地制度的改革应以土地要素的市场化为导向,体现效率、平等、稳定和可持续,统一城乡建设用地市场。现有的国家土地规划管理体制存在弊端,应简政放权,详规下沉到最基层;要坚持以人为本,切实降低公共空间的占地面积,努力提高公民的居住空间与生活品质。

| Abstract: | Doctor DANG Guo-Ying is a Professor of the Rural Development Institute （RDI） at the Chinese Academy of Social Sciences（CASS） and Director of the Macro Economy Research Department of the RDI. He is a renowned scholar in the field of land systemresearch. Professor Dang was interviewed exclusively by the Journal of Shanghai Land ＆ Resources on the afternoon of 2 July2014.Professor Dang discussed the deficiencies of the existing land management system in China, and stated that reformof the land management system should be based on measures of land marketization as a guide to reflect the efficiency,equality, stability, and sustainability of a unified urban and rural construction land market. Inefficient and low-quality practicesin the existing national land planning management system need to be removed, and administration and decentralizationshould occur to allow planning down to the most basic level of villages and towns. In addition, efforts should be made toadopt people-oriented approaches, to reduce the area of land taken by public organizations, and to improve citizens’ livingspaces and quality of life. |
