| 摘 要： | 本文基于当前上海产业用地管理实践,从产业用地批前、批中和批后管理的全程角度,提出了批前评估将节地融入项目设计、工程可行性预审,批中注重对规模、强度的评估,批后注重对用地整体绩效定性分析与定量评价的用地全程评估模式,并对该模式的相关机制建立进行了研究。最后以上海市临港新城为例对该机制的初步应用进行了分析。
