| 摘 要： | 为解决由于国际贸易中定价话语权缺失、使国民经济承受成本损失的问题。从产业集中度和价格博弈两个视角，分析了中国钢铁企业缺乏定价话语权的原因。运用数理分析方法，揭示供求双方议价能力的关键因素，提出引入产业投资基金这种投、融资制度，既维护了中国经济发展的稳定性与权益性，又能够按照现有国际规则增强谈判砝码，推动中国矿业产业整体升级，促进国民经济健康可持续发展。
