| 摘 要： | 城市生态敏感区具有地理位置特殊、稳定性较低和资源利用多功能等特征，存在自然生境减少、农业、林业生产面积缩减、人为干扰加剧和健康发展的保障体系不完善等生态经济问题。通过对城市生态敏感区生态经济现状及存在问题的分析，提出建立生态敏感区划分指标体系和生态敏感性评价和预警系统、制定相应的土地利用规划和法规、建立完善相关生态补偿措施和提高公众生态意识等相应的生态经济调控对策，为城市生态敏感区和城市的可持续发展探寻更为切实的建设思路。

| Abstract: | There were some characteristics for urban ecology sensitive area, Such as the special geographical position, the low ecological stability, and the multi-purpose resources uses and so on, the eco-economic problems were more and more obvious, for example natural habitat reduces, agricultural, the forestry producing area reduces, the jamming aggravating and the healthy development safeguard system imperfect and so on. Through ecoeconomical situation and question analysis to the city ecology sensitive area, the corresponding eco-economy regulation countermeasure were proposed： the establishment ecology sensitive area division target system and the ecology sensitivity appraisal and the early warning system; the formulation corresponding land utilization plan and the laws and regulations; the establishment consummation correlation ecology compensation measure and raises the public ecology consciousness and so on. It inquired about the more practical construction mentality for the urban ecology sensitive area and the city sustainable development. |
