| 摘 要： | 本文概括的介绍了地处图们江三角州地区的珲春边境经济合作区的优越的地理环境以及联合国开发计划署对图们江三角州地区开发的宏伟计划。国内外投资者不仅对珲春边境经济合作区表示极大的关注而且有了开发行动。为协调开发与环境的关系，区域开发必须进行环境影响评价。针对目前合作区内分别对单个建设项目环境影响评价存在的问题，提出应先做区域环境影响评价再进行单项目环境影响评价的观点，并对区域环境影响评价的目的、内容、应注意解决的问题进行了探讨。

| Abstract: | The present paper has generally introduced the superior geographical environment of Hunchun Border Economic cooperative Zone located on Tumen River Delta and the grand developing plan proposed by United Nation Development Programme. The investors both at home and abroad, not only paid a great deal of attention to Hunchun Economic cooperative Zone. But also have tahen practical actions of development. In order to harmonize the relation between the development and the environment, it is necessary to appraise the environment brought about by development. Aiming at the problem that single construction programme's effect on the environment had been respectiuely appraised in the cooperative Zone, a point of uiew, that on appraisal on area environment effect should be made before the apprais al on the environment effect exerted by single programme, has been proposed. The purpose contents and the probbems might be encountered in development has been also discussed. |
