| 摘 要： | 我国"十二五"规划从国家战略高度提出了陆海统筹,是适应现代化发展的重要举措。陆海统筹既是区域经济协调发展的迫切要求,也是维护国家战略安全和海洋权益的长远需要。陆海统筹的内涵在于以人类社会行为为主导,以陆海自然环境承载力为依托,以临海产、业为核心,统一筹划陆海的区域政策、战略安全、资源利用、经济发展、环境保护和文化制度建设,实现人类社会系统、陆地系统、海洋系统协调发展。本文基于不同尺度规模空间视角,构建了我国国土空间的"四大战略格局"和陆海统筹优化任务,提出了我国陆海统筹发展的策略。

| Abstract: | China has proposed the land-ocean overall strategy in the Twelfth Five-year Plan for adapting itself to the modernization development. The strategy is not only based on the urgent requirements of coordinating the re- gional economic development, but also the long-term needs to safeguard nation- al security and to protect marine rights and interests. In order to promote the harmonious development between humanity and land- ocean system, we should arrange the regional policy, strategic safety, utilization of resources, eco- nomic development, environmental protection and culture system construction appropriately by taking the human activities as domination, considering envi- ronmental capacity and regarding maritime industry as orientation. This arti- cle has constructed ＂four strategic patterns＂ from the spatial perspective on different dimensions. In addition, the missions and initial recommendations areprovided for the implementation of the land-ocean overall strategy. |
