| 摘 要： | 我国资源型城市多兴起于计划经济时代,原有经济结构僵化、地理位置偏远、环境污染严重、人才资源匮乏等制约了其产业转型。要实现产业转型,政府必须及早进行规划,找准城市转型定位,发展替代产业;同时要加大体制改革,大力发展中小企业;努力改善投资环境,吸引外来投资;此外还要加大科技开发力度,以人才优势推进资源型城市转型。

Obstacles and Countermeasures on Industrial Transformationof Resource-based Cities in Our Country |

| Abstract: | Most resource-based cities in our country arosed in the planned economy era. The industrial transformation was restricted to the rigid economic structure, the remote location, scarce talent and serious pollution. In order to realize the industrial transformation, the government must identify the city position and plan early to develop substitute industries. In the meanwhile, they should increase system reform to develop middle-and-small enterprises and improve the investment environment to attract foreign investment. In addition, they should effort to increase scientific and technological development and take the talent advantage to advance the transformation of resource-based city. |
