| 摘 要： | 本文通过论述土地资源可持续利用的含义以及与土地利用总体规划的关系，结合新疆土地利用总体规划修编，提出了在编制土地利用总体规划时需要注意的几个问题：（1）正确处理生态效益与经济效益、社会效益的关系。（2）正确处理土地供应与土地需求的关系。（3）正确处理经济建设与保护耕地的关系。

| Abstract: | Sustainable use of land resource is the basis of social economic sustainable develop ment. Both targets of the sustainable use of land resources and overall planning of land use are to achieve social and economic sustainable development. The former is a long-term development strategy of the use of land resource, the latter is the concrete planning and development target of land sustainable use, and the latter is an important component part of the former. Based on the discussion on the implication of sustainable use of land re sources and the relationship between land sustainable use and the overall planning of land use, this paper puts forward some problems to which more attention sould be paid in the revision of the overall planning of land use in Xinjiang. They are as following: (1) The re lationship between ecological benefit, economic returns and social effect should be correct ly dealt with, and the protection of land ecological environment should be strengthened.The key measures are to establish the desertification control bodies, control 1and desertifi cation, protect natural vegetation, improve the ecological environment, and distribute wa ter resources rationally. (2) The relationship between land supply and demand should be correctly dealt with including to control the speed of wasteland reclaimation and the land use for urban development. (3) The relationship between economic development and farm land protection should be correctly dealt with because the farmland protection is the ensur ing of sustainable and corrdinate development of economy and society. Farmland protec tion is a long-term and arduous work, and should be strictly implemented. |
