| 摘 要： | 随着机场规模的扩大,客货运量的大幅增加,航线网络在全球的扩展,机场对周边地区的土地利用模式产生了一定的影响,这种影响将引起机场周边地区的经济结构、产业结构随之改变,最终逐渐形成一个对区域经济发展起到重要推动作用的临空经济区域。乌鲁木齐国际机场是全国第5大门户机场,但长期以来仅作为航空运输的节点,功能单一,机场周边地区的经济并未得到长足的发展。首先介绍了临空经济区的概念和发展背景,总结分析国内外大机场周边发展临空经济的经验,然后结合乌鲁木齐机场和腹地经济的现实情况,提出建立乌鲁木齐机场临空经济区的构想,并就临空经济区的产业发展方向和布局进行了探讨。

| Abstract: | Recently,with the development of the international trade,the human resources,the capital and goods flow rapidly among different countries all over the world.Moreover,with the upgrade of main economic zones' industrial structure in China,new industrial structure,including the modern service industry,the high-tech industry,the information industry and the modern manufacturing and processing industry,gradually forms in the center cities.Under such circumstances,airport transportation begins to play a swift and quick role in the modern society.Traditionally speaking,the airport was considered as the node of the aerial transport.But with the expansion of the airport scale,the substantial increase of the passengers and freight transportation amount and the global expansion of the airlines,the airport has exerted certain influence on the utilization pattern of the peripheral local land.This kind of influence will cause a revolution in the economic and industrial structure of the airport peripheral locality land.Finally,it will gradually form an airport economic zone,which could promote the regional economy development.The Urumqi International Airport is the 5th gateway airport,which is only inferior to Beijing,Shanghai,Guangzhou and Shenzhen Airport.However,it has been utilized as a node of the aerial transport for a long time.Its function is unitary,the promotion to local economy is weak and the peripheral economy has not got full-grown development.Therefore,this paper firstly gives a general overview of the airport economic zone concept and its background information.Then,it summarizes the domestic and foreign big airports' airport economic zone development experience.In addition,it proposes the conception of establishing the Urumqi International Airport Economic Zone based on the current situation of the Urumqi airport and the economy of its hinterland and discusses the industrial development direction and the layout of the airport economic zone.On the one hand,it is expected that the airport economy could become the growth pole of the local economy development of Urumqi.On the other hand,it also can provide the model for the overall plan and coordinated development of the airport economic zone of the other areas. |
