| 摘 要： | 生态示范区建设是我国贯彻可持续发展的重要举措,生态理论、循环经济理论和可持续发展理论是生态示范区建设的基本理论。以甘肃省平凉市国家级生态示范区建设试点为例,从经济发展水平和环境状况方面比较分析、定性评价了平凉市可持续发展的现状水平。在此基础上,从实现可持续发展、发展生态产业和循环经济的可行性的角度,指出平凉市生态示范区建设具有外部支持、有限目标、在生态工业发展中把污染物的过程控制与末端治理结合起来、强化典型农业生态区示范等特殊性。生态示范区建设模式具有地域特色,只有关注地域特色,生态示范区建设才能取得更大成效。

| Abstract: | The construction of ecological demonstration area(EDA) is one of the key measures of China's government to implement sustainable development.Ecological principles,circular economy and sustainable development are the theoretical basis for the construction of EDA.While much attention was mainly paid to the theoretical basis research ago,territorial characteristics were neglected to some degree.Further,there are 320 were national EDA in all since 1999. Only six of them lie in Northwest China.They are either economically developed municipal districts or those with special industries,while no national EDA was established in large parts of Northwest China,characterized by both under-developed economy and serious environmental degradation.Pingliang City was taken as an example to study the construction of EDA in such areas.Pingliang in Gansu was listed as an experimental EDA by the State Environmental Protection Administration in 2004.The current level of sustainable development was evaluated in Pingliang,on the basis of which its particularities were revealed.It is found that Pingliang can not be constructed as a so called ecological city in 15 years for its economy and environment status quo.Only limited goals could be realized with great external financial support.Furthermore,it is not easy to carry out circular economy in Pingliang and with economic development the more energy consumed;the more pollutants will be produced to affect ecological environment.Finally,it is suggested how to improve indicators for evaluating the EDA construction.The territorialized models of EDA construction are popular for taking into account territorial characteristics fully and not ignoring general theoretical basis.In case of Pingliang,the demonstration should be focused on how to promote sustainable development under strong external support and much more special attention should be paid to various agricultural EDA. |
