| 摘 要： | 四川位于中国西南部，地跨青藏高原、横思山地和四川盆地3个地形区，自然条件复杂，且自然灾害频繁，灾种多，损失大，危及人民生命财产安全。四川的自然灾害制约着全省社会与经济的可持续发展，增大了区域发展的差距，加剧了生态环境的脆弱。文章讨论了四川自然灾害的特点与危害，提出了加强生态建设、水利工程、完善立法等主要减灾对策，以提高区域可持续发展的能力。

| Abstract: | The disaster is a important factor that restrict the sustainable development of a region. Sichuan province is situated in the southwest part of China, which is distributed over three topographicl regions, they are Qinghai-Tibet Plateau, Hengduan Mountain and Sichuan Basin. In this province, the natural conditions are very complicated, and the disaster has high frequency, many kinds, heavy losses. The life and proprety of peoples are endanger by the disater. The sustainable development of the social and economics are restrict, the difference of development between regions in this province, and the weak ecological environment has become more weaker by disaster in Sichuan province. This paper not only discuss the characteristics and the harm of the disaster in Sichuan province, but also put forward some important countermeasures for decreasing disater, such as strengthen the ecological construction, strengthen the irrigation works and perfect the laws and rules, etc. , so that the region will increase the ability of sustainable development. |
