| 摘 要： | 以采冶型为主的贵州省乡镇企业，因技术落后、设备简陋、管理粗放、开采无序等造成了资源的极大浪费和严重的环境污染，对农村生态环境构成极大危害，付出了沉重的环境-资源代价。面对保护环境与发展经济的两难抉择，地方政府应该无条件地服从可持续发展战略，宁可牺牲一点发展速度，认真落实国家的相关法令；国家也应该体察贵州省的实际困难，在政策、资金、信贷、人才、技术等方面给予更多的支持。

| Abstract: | Township business, as a windfall of system reform of Chinese rural economics, has become one mainstay of rural economics in Guizhou province. It not only emplaced surplus labors in the local, but also brought many poor farmers from rags to riches. Because of lag in technology, poor machinery equipment, inefficient management and disordered exploitation, Guizhou township business, relying mainly on mining exploitation, made great wasting of resources and serious environment pollution. Rural eco-environment has been damaged heavily, so the expense of resources and environment is very heavy. Facing the nonplus of environmental protection and economic advance, local government should submit to stratagem of sustainable development unconditionally. Central government will experience and observe the actual difficulty and give more assistance in policy, fund, credit, talent and technique. |
