| 摘 要： | 以四川省凉山州为列，利用二级模糊综合评判法和层次分析法评价计算了资源承载力的差异并以此划分出轻载区，中载区，重载区和超载区四个承载类型，提出了为消除贫困和 困区内部重载区和超载区人口对资源的压力，通过调整生产力布局、农业、人口和劳动力、政府为四个主要环节合理配置资源

| Abstract: | One of the important kind of impoverished region is the one which is rich in resources but short of modern market factors. The positive factor to eliminate poverty is resoure allocation reasonably in inner impoverished region. Taking the state of Liangshan in Sichuan province for an example, this paper analyses the differences of resource carrying capacities by the method of Fuzzy assessment and AHP, and divides the impoverished region into the light, the mid, the heavy and the super carrying region. By adjustment of productive forces distribution, agriculture, population, labour forces and goverment action, the paper also discusses the reasonable structure of resource allocation and its centre should move form the super or heavy region to the light one to relax the tention between population and resources. Moreover, this paper gives the model of resource allocation based on the differences of resource carrying capactity in the State of Liangshan. |
