| 摘 要： | 县域经济作为国民经济的基础性单元,在经济建设中起着举足轻重的作用,县域技术创新体系建设也显得至关重要.认真分析了县域科技发展的新形势和县域体制改革的新情况,在此基础上指出了建设县域技术创新体系的紧迫性和必要性,剖析了县域技术创新体系的企业技术创新系统、创新成果扩散系统、教育培训系统、宏观调控系统、社会支撑服务系统等组织结构和发展先进适用技术、淘汰落后技术、推进农业技术创新、发展高新技术产业等技术结构,并提出了建设以企业为主体的技术创新开发体系、加强产学研战略联盟的交流与融合、建设技术创新服务体系、加强政府对科技创新的管理等县域技术创新体系建设的战略构想.

| Abstract: | Under the new situation,the county-level economy development must depend upon the advance in technology,the county-level technological innovation system's construction appeared especially important.This article has carried on the analysis about the county-level economical development under the new situation and the new request,unifies the research progress of the region technological innovation system,proposed the strategic thinking of the county-level technological innovation system construction,and further analyzed the county-level technological innovation system's technical structure. |
