| 摘 要： | 文章运用现代管理理念，分析了目前黄河水资源管理机制中存在的问题及改革目前黄河管理机制的必要性。提出了通过合理制度安排，建立有效的激励机制，促使流域内不同成员的行为相互协调，加强在资源保护和合理利用方面的合作，实现黄河水资源可持续利用的合理化建议。

| Abstract: | By applying the modern management theory, this paper analyzes the existing problems of the Yellow river management mechanism, puts forward the necessity of reforming it at present. It is also discussed that the effective initiative mechanism be established on reasonable system. it impels the different members along the Yellow river to harmonize and cooperate on water protection and using,thereby,sustainable utilization for the Yellow river water resources will come true. |
