| 摘 要： | 大别山五大水库区是我国国家级贫困县集中分布地区，经过“八七”扶贫攻坚，库区社会经济和环境面貌发生较大变化，但返贫现象比较严重，库区的可持续发展能力弱。本文在五大库区现状全面调查的基础上，对库区贫困和返贫的根源进行系统分析，并提出库区社会经济发展与反贫策略。

| Abstract: | The five reservoirs area in Dabieshmn is an impoverished mountains area listed by the Chinese government, through "Eight-Seven" anti-poverty program, many chmnges hmve taken place in the aspects of society, economy and environment, but many people go back to poverty, and hmve no abilities to sustainable development. Based on overall investigating on the five reservoirs area, the paper analyzes the mechmnisms of poverty and returned poverty, the paper thinks many problems left over by history hmve still existed, the family responsibility system hinders agricultural industrialization, the poverty relief policies meet with obstruction during implementation, the anti-poverty projects are not well-developed with balance, the poverty relief funds are lack of management and supervision, some people still live under tough circumstances, and social problems become more serious. In order to chmnge those, the paper thinks it is necessary to adjust and improve the rural policies of land use and poverty relief, to speed up agricultural industrialization, to pay attention to use particular resources to improve its benefits during developing township enterprises, to implement the explorative poverty relief strategy through tourism and resettlement. Meanwhile we should guarantee the quality and benefits through establishing the system of anti-poverty project responsibility. |
