| 摘 要： | 本文就贫困山区经济开发从何入手、起步产业和发展产业如何择定、林业在贫困山区经济开发中的地位、怎样解决贫困山区粮食短缺、开发资金的筹措和使用,如何加强党和政府对经济开发的领导等问题,作了比较系统的阐述,着重提出要重新认识山区,以林为主的目标模式没有过时,山区应重视粮食生产并逐步提高粮食自给率等观点。

| Abstract: | In the article, the authors make a systematic study on the following problems : how to initiate the development of the poor mountainous regions? how to choose the "initiating industry "or developing industry". The authors emphasize that-deep understanding to the poor mountainous regions should be taken as the point of departure in order to have the expected effect in the economic development of the regions..The choosing of "initiating industry"or "developing industry "should be according to the local situations. "Forestry is the first "is destination mode but not initia-ting tactics. For solving the food shortage in the poor mountainous regions,it is necessary to stress on exploiting the potentialities of food production in the mountainous regions and raise the self-supporting rate. The Party and the government should play an important role on great planning, organizing, formulating new policies and coordinating all kinds of power to help the poor mountainous regions to rid from poverty and to make them rich. |
