| 摘 要： | 对生态补偿的基本语义进行解析，提出了一种以损失性境遇与补偿关系域为基本元素的分析模式。强调生态补偿的研究与实践必须物质与价值层面并举，且以前者为指归。生态补偿在自然科学方面的深层机理与准则还有待深入研究，才能指导生态补偿在经济、法律等其他层面的正确认识与实践。指出生态效益价值计量与生态补偿没有实质性的联系；“生态效益补偿”是一个容易引起误解的观念或概念。补偿标准基本的考量在成本、包括机会成本一面，不在效益一面；既实现生产者剩余又实现消费者剩余，是合珲补偿的基本前撂。

| Abstract: | Ecological regarding its essence compensatton was tn recent and connotation there is still years an increasing concern in China, yet confusion. In this thesis, a semantic analysis was done upon eco-compensation, which indicated that the lost situation associated with compensatory activities and the relation domain wherein stakeholders would interact could be treated as two basic elements and provide a reliable base for further thinking. Then dual dimensions, the material one and the value one, of the topic were identified and, it was emphasized that parallel importance should be attached to both, especially the former must be highly regarded. This is mainly because the ultimate objective of eco-compensation is to enhance ecosystems＇ self-organization or, in geography terms, to achieve the harmonization of man-nature relation. Hereby a key principle is that eco-compensation should be implemented in accordance with evolving phases of concerned ecosystems. Our insights would help to distinguish eco-compensation from other forms of economic compensation here and there in the society. When eco-compensation is to be practiced, in the form of economic approaches or legal instruments, underlying ecological mechanisms and rules should always be recognized and seriously taken into decision making. As for the value dimension of eco-compensation study, it was pointed out that misunderstandings existed, for instance, the notion of Ecological Benefits Compensation with its misleading effects. Finally, a few principles about setting economic standards for eco-compensation were put forward. |
