摘    要:认为有必要在基于碳汇的土地利用和当地可持续发展之间建立一种更加明确的联系.依托一个中国-加拿大合作项目,以中国贵州省黎平县为例,阐述了一种将森林碳汇、森林资源管理以及如何促进当地可持续发展联系起来的综合评估方法,并且着重介绍了能帮助资源管理和规划部门实施这种综合评估的土地利用决策支持工具(LUDST) .

Abstract:It is now recognized that more explicitly link between forest carbon sequestration land use and local sustainability is necessary.This paper presents a general picture of an integrated assessment approach for a Canada-China joint research project that linked forest carbon sequestration,forest resource management,and local sustainability enhancement.The project improved the capacity of local resource managers in identifying the economic,social and environmental impacts of forest land use decisions that might increase carbon sequestration and enhance local livelihood in Liping County of southwestern China.In addition,a land use decision support tool (LUDST) is introduced in the paper,which integrates rural sustainability indicators,models,and users in the process of forest land use policy evaluation.The LUDST,a user-friendly computer modeling software,was developed by the project for assisting forestry planners and communities to select desirable forest land use options which can both increase carbon sequestration and improve local sustainability.The LUDST also contributed to capacity building through enhanced stakeholder participation and training.In doing so,the project team was developing and applying an interactive and dynamic sustainability indicator system for the region,and working towards embedding the LUDST into government decision-making processes.
