| Abstract: | In order to make the land and resources operation process normative and precise, it is necessary to introduce the concept of operation rule base. For the purpose of constructing and applying land and resources e -administration system more rationally, this paper discusses why a research on the operation rule base is needed; the meaning of such a rule base; and how to construct a perfect rule base. |
