| 摘 要： | 美国内政部的战略规划是该部施政纲领的集中体现。四轮战略规划的目标从2003年强调资源保护、利用与休闲娱乐的平衡，到2007年增加全球经济、环境、政治和其他因素对内政部战略规划的影响，直至2014年强调资源的娱乐、人文观赏价值，并重视培养下一代的管理责任。内政部战略定位逐渐清晰。资源保护、经济发展、休闲娱乐的相对关系发生变化，从强调三者平衡到强调资源的休闲、文化等景观价值。

| Abstract: | The strategic planning in the United States Department of the interior embodies intensively the policy agenda of the department. The four rounds of strategic planning shift in terms of goals from 2003 to 2014, with the balance among resource protection, utilization and leisure to be highlighted in 2003; with the impacts of global economic, environmental, political and other factors on the strategic planning to be enhanced in 2007; until 2014 with the entertainment and humanistic values of the resources to be emphasized and the training of management responsibility next generation to be paid attention to. The strategic positioning of the ministry is gradually clear. The relative relationship changes between the resource protection, economic development, and recreation from the emphasis on the balance of the three to the h!ghlights of leisure and cultural landscape values of resources. |
